[TRTP] Identify truncated packets

The packet header of our simple protocol has the following format:

In this exercise, we focus on the first byte of this header.

Identify the data packets with the truncated bit set

The TR bit in the first byte of our header is set to 1 to indicate that the corresponding packet has been truncated.
